At what age can one cast a ballot? :
In accordance with Article 117 of the Constitution of the Republic of Uzbekistan, citizens of the Republic of Uzbekistan who reach the age of eighteen by the polling day have the right to elect.
On what grounds can a person be included in the electoral roll? :
Article 117 of the Constitution of the Republic of Uzbekistan establishes that citizens of the Republic of Uzbekistan have the right to elect and be elected to representative bodies of government. Under Article 8 of the Law on Guarantees of Electoral Rights of Citizens and Article 32 of the Law on Elections to the Oliy Majlis of the Republic of Uzbekistan, it is envisaged that citizens of the Republic of Uzbekistan who reach the age of eighteen on the day of elections, permanently or temporarily residing in the territory of a corresponding polling precinct, are entitled to be included in the list of voters (electoral roll).
How can one receive an absentee ballot? :
This practice is envisioned only for referenda. Thus, in accordance with Paragraph 5 of Article 35 of the Law on Referendum of the Republic of Uzbekistan, a citizen who is not able to be present in his/her place of residence on the day of vote can request from a precinct commission assigned to conduct a referendum at the place of his/her residence an absentee ballot, which serves as a ground for his/her inclusion in the list of voting citizens at any other precinct of the plebiscite.
Is it possible to vote earlier? And how can one cast a ballot thus? At what time ahead of ballot day does early voting start? :
** Yes, it is! Under Article 41 of the Law on Elections to the Oliy Majlis of the Republic of Uzbekistan, a voter who is not able to be present in his/her place of residence on the polling day has the right for early voting.
** Early voting starts ten days ahead of elections and ends one day before elections.
** The time for early voting is set by a district electoral commission, and thus voters, observers, representatives of mass media are informed about the decision.
** To cast ballot in early voting, the voter is issued a ballot sheet by the precinct electoral commission at the place of his/her residence on the basis of his/her application with indication of reason for anticipated absence on the election day (e.g., vacation, business trip, travel abroad and so forth).
** In the presence of at least two members of the precinct electoral commission, the voter signs for the ballot sheet in the electoral roll.
** The ballot sheet is filled in by the voter in a specially equipped booth or room for secret ballot.
** The voter makes a decision and leaves the filled-in ballot sheet in a sealed envelope in the precinct electoral commission.
** Signatures of two members of the precinct electoral commission are put on the place of stick of the envelope, confirmed by the seal of the commission and signature of the voter.
How are polling stations established abroad? :
In accordance with Article 8 of the Law on Elections to the Oliy Majlis of the Republic of Uzbekistan, polling stations are established at representative offices of the Republic of Uzbekistan in foreign countries by the Central Election Commission on the proposal of the Ministry of Foreign Affairs of the Republic of Uzbekistan.
How can you cast ballot when you are in another country on the polling day? :
** Under Article 8 of the Law on Elections to the Oliy Majlis of the Republic of Uzbekistan, polling stations can be established at representative offices of the Republic of Uzbekistan in foreign countries.
** Those abroad can cast their ballot in these stations.
** Voting is organized there on the election day from 6 am to 8 pm.
** The ballot paper is filled in by the voter in a polling booth or room for secret ballot.
** When filling in the ballot sheet, presence of persons except for the voter is prohibited.
** Those not able to cast their ballot by their own are entitled to invite into the polling booth or room another person of their choice, except for those who are members of the electoral commission, observer mission or are authorized representatives.
** During elections, the voter puts a cross-sign in an empty square located on the right in front of the name of the candidate for deputies, who the voter intends to cast his/her ballot for.
** The filled-in ballot paper is thrown by the voter into the ballot box.
** Upon request by the voter, a damaged ballot sheet can be replaced by a new one.
** Damaged ballot papers are subject to registration, discharge and are kept separately.
How are the votes counted of those who are abroad? :
** In polling stations established at representative offices of the Republic of Uzbekistan in foreign nations, ballot boxes are unsealed by the precinct electoral commission following the announcement by its chairperson of the end of vote.
** Counting of votes at the polling station is carried out by the precinct electoral commission separately on each candidate for membership of the legislature.
** Outcomes of vote counting are deliberated during a session of the precinct electoral commission and are recorded in a report to be signed by the chairperson, deputy chairperson, secretary, and other members of the electoral commission.
** After that, the report is made public by the chairperson or the deputy chairperson of the precinct electoral commission, and a copy of that report is posted up in the hall of the precinct electoral commission for public familiarization for a period not less than 48 hours.
** The report of the precinct electoral commission is presented to a corresponding district electoral commission in a due procedure
