About Us :
** The Central Electoral Commission of the Republic of Armenia is a state body in charge of organizing elections, as well as referendums (“The RA Law on referendums”) ensuring their legality.
** Before the independence of the Republic of Armenia, the work of the Central Electoral Commission was regulated by “The Law on the elections of the national deputies of the Soviet Armenia Socialist Republic”.
** From 1990 the Supreme Council of the Republic of Armenia had passed a number of laws referring to the elections too and made amendments to the existing laws.
** In accordance with “The RA Law on the elections of the deputies of local councils of the RA” the Territorial Electoral Commissions were in charge of the electoral processes.
** In accordance with “The RA Law on the elections of the deputies of the Supreme Council of the RA”, it was the Central Commission of the elections of the Supreme Council Deputies that was in charge of the electoral processes.
** In accordance with “The RA Law on Referendum” passed in April, 1991 it was the Central Commission of Referendum that was in charge of organizing and conducting referendums in the Republic.
In accordance with “The RA Law on the Presidential Elections of the Republic of Armenia” there were formed three level electoral commissions for the organization and conduct of the Elections of the President of the Republic of Armenia:
1. The Central Electoral Commission of the Elections of the President of the Republic of Armenia
2.District, Municipal Electoral Commissions of the Elections of the President of the Republic of Armenia
3.Precinct Electoral Commissions of the Elections of the President of the Republic of Armenia.
The Central Electoral Commission of the Elections of the President of the Republic of Armenia was formed in accordance with “The RA Law on the Elections of the Deputies of the Supreme Council”.
** Later, on March 27, 1995 the Supreme Council passed the RA constitutional law in accordance with which the newly-elected Supreme Council was renamed the National Assembly of the Republic of Armenia.
** On April 4, 1995 a law was passed on the Elections of the National Assembly members (MPs), which set out the procedures for the formation of the Central Electoral Commission.
** In accordance with the new Electoral Code that was adopted in June 2011, the Central Electoral Commission shall be composed of seven members. Members of the Central Electoral Commission shall be appointed by the President of the Republic at the suggestion of The Human Rights Defender of the Republic of Armenia, The Chairman of the Court of Cassation of the Republic of Armenia and The Chairman of the Chamber of Advocates of the Republic of Armenia. Members of the Central Electoral Commission shall be appointed for the period of 6 years except for the first formation of the Commission after the entry into force of the Electoral Code and for the case prescribed by point 7 of Article 40 of the Electoral Code.
** The Commission operates on a permanent basis in accordance with the principles of legality, collective leadership and publicity.
** The Central Electoral Commission of the Republic of Armenia co-operates with the CECs of the CIS member countries.
** From 1999 the Central Electoral Commission of the RA has been a member of the Association of European Election Officials (ACEEEO).
